Can I use a Lightning Bolt Buy to do direct damage to a planeswalker? Someone told me that the rules have changed and that I cannot redirect any damage delt to a player to a planeswalker.

"Someone" is correct. The planeswalker damage redirection rule is no more. Many direct damage spells that dealt damage to creatures or players (like Lightning Bolt Buy) now deal damage to "any target" (a target creature, player, or planeswalker).
