If I have keranos god of storms as my commander and at my upkeep he would deal 3 damage to a target creature or player, can I do the 3 damage to an opponents planeswalker?

Yes. Keranos' current Oracle wording has it deal 3 damage to "any target" (updated from creature or player), so planeswalkers are legal choices as targets. -------------------- Comprehensive Rules --- Gatherer --- Tournament Rules
