Can I have the damage to myself from one of my permanents such as Pestilence Buy put on my Planes Walker instead? Angrath, Minotaur Pirate Buy The Pw gets +2 and -1 each turn so it should be fine.

You may not. When planeswalkers were first released, if a source you control would deal noncombat damage to an opponent, you could choose to redirect it to a planeswalker they controlled. You couldn't redirect your own damage to yourself to your own planeswalkers. That said, with the release of Dominaria, that rule is no more, and many cards have received Oracle updates that allow them to target planeswalkers or "any target" (which includes planeswalkers). Pestilence Buy is not one of those cards, and still only deals damage to creatures and players.
